{"id":15674,"date":"2025-07-27T16:20:14","date_gmt":"2025-07-27T06:20:14","guid":{"rendered":"https:\/\/rationalemagazine.com\/?p=15674"},"modified":"2025-07-27T16:20:14","modified_gmt":"2025-07-27T06:20:14","slug":"tackling-antisemitism-cant-be-at-the-expense-of-a-free-and-open-society","status":"publish","type":"post","link":"https:\/\/rationalemagazine.com\/index.php\/2025\/07\/27\/tackling-antisemitism-cant-be-at-the-expense-of-a-free-and-open-society\/","title":{"rendered":"Tackling antisemitism can&#8217;t be at the expense of a free and open society"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">At the heart of the <\/span><a href=\"https:\/\/www.aseca.gov.au\/sites\/default\/files\/2025-07\/2025-aseca-plan.pdf\"><i><span style=\"font-weight: 400;\">Special Envoy\u2019s Plan to Combat Antisemitism<\/span><\/i><\/a><span style=\"font-weight: 400;\"> recently released by Jillian Segal, Australia\u2019s Special Envoy to Combat Antisemitism, is a flawed definition of \u2018antisemitism\u2019 published in 2016 by the International Holocaust Remembrance Alliance (IHRA). Unfortunately, it has since been unthinkingly adopted by many other organisations, including the Australian government in 2021.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is despite the fact that the full title of the document from which it is taken is the \u2018IHRA <\/span><i><span style=\"font-weight: 400;\">non-legally binding working definition<\/span><\/i><span style=\"font-weight: 400;\"> of antisemitism\u2019 <\/span><i><span style=\"font-weight: 400;\">[my emphasis], <\/span><\/i><span style=\"font-weight: 400;\">which seems to imply: (a) it was not intended to inform any legislation, as the Segal report recommends; (b) it was a \u2018working\u2019 definition \u2013 in other words, a tentative definition needing further refinement before it can be considered authoritative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The definition reads as follows:<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">Antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews.<\/span><\/i><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The definition has faced considerable criticism from both Jewish and non-Jewish quarters since it was released.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The imprecise and unsatisfactory definition purports to be elucidated by a description of its \u2018manifestations\u2019:<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and\/or their property, toward Jewish community institutions and religious facilities.<\/span><\/i><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">These two sentences together constitute the wording that has been adopted by Segal as the mainstay of her report. She calls it \u201cbest practice in identifying antisemitism\u201d and urges:<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">&#8230;the Australian government should require consistent application and adoption of the IHRA definition across all levels of government, public institutions and regulatory bodies. This will provide a unified framework for identifying, educating on, monitoring and responding effectively to antisemitic incidents.<\/span><\/i><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Rather than providing a clear understanding of antisemitism, the so-called definition is rather equivocal. It says antisemitism is \u201ca certain perception of Jews\u201d without saying what that \u201ccertain perception\u201d is.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What does \u201ccertain\u201d even mean in this context? If it\u2019s left out, does the phrase lose any meaning? Why not \u201ca perception of Jews \u2026 [etc]\u201d? At best, it is saying that there are a number of ways of perceiving Jews, and antisemitism is one of them. But this is no help at all in understanding what antisemitism actually is.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The alleged definition then goes on to give a short itemisation of how antisemitism is \u201cexpressed\u201d or \u201cmanifested\u201d. But even this is equivocal. It says antisemitism \u201cmay be expressed \u2026 [etc]\u201d. If you say something \u201cmay be X\u201d, then you are implying that it also \u201cmay not be X\u201d. So what this clause is saying, in effect, is that \u201cantisemitism may or may not be expressed as hatred \u2026 [etc]\u201d. This is not very enlightening. It raises the question of whether there actually are forms of antisemitism that do not involve hatred of the Jews. It is hard to think of what they might be.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Next, antisemitism \u201cmay be expressed as hatred\u201d. But \u2018hatred\u2019 is not an expression; it is the emotional state that you experience. It is an intense feeling, to be sure. But feelings are not expressions; they are experiences.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Feelings may be expressed in a range of ways. If you do feel hatred towards someone or something, you may, of course, go on to express that hatred in your actions and statements. But the expression is not the feeling, as this poorly-written pseudo-definition implies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The second sentence lists a number of the targets that expressions of antisemitism may be directed towards. This is expanded into a list of eleven <\/span><span style=\"font-weight: 400;\">\u201c[c]ontemporary examples of antisemitism\u201d which Segal includes as part of the definition. So they need to be examined in any consideration of the document.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The IHRA states that contemporary examples of antisemitism \u2013 including in public life, the media, schools, the workplace, and the religious sphere \u2013 could include, but are not limited to, the following <\/span><span style=\"font-weight: 400;\">examples<\/span><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400;\">Calling for, aiding, or justifying the killing or harming of Jews in the name of a radical ideology or an extremist view of religion.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Making mendacious, dehumanising, demonising, or stereotypical allegations about Jews as such or the power of Jews as collective \u2014 such as, especially but not exclusively, the myth about a world Jewish conspiracy or of Jews controlling the media, economy, government or other societal institutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, or even for acts committed by non-Jews.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Denying the fact, scope, mechanisms or intentionality of the genocide of the Jewish people at the hands of National Socialist Germany and its supporters and accomplices during World War II (the Holocaust).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Accusing the Jews as a people, or Israel as a state, of inventing or exaggerating the Holocaust.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Denying the Jewish people their right to self-determination \u2013 for example, by claiming that the existence of a state of Israel is a racist endeavor.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Applying double standards by requiring of it a behavior not expected or demanded of any other democratic nation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Using the symbols and images associated with classic antisemitism (such as claims of Jews killing Jesus or blood libel) to characterise Israel or Israelis.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Drawing comparisons of contemporary Israeli policy to that of the Nazis.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Holding Jews collectively responsible for actions of the state of Israel.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">This is not the place to go through these statements one by one. But the overriding problem with this list is that much of it conflates prejudice against Jewish people, which is totally unacceptable, with legitimate criticism of Israel. They are clearly not the same thing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Seven of the eleven items refer directly to Israel. The collective effect of this is to put untenable limits on freedom of thought and freedom of speech when considering and discussing Zionism, the state of Israel and the actions of its current government.<\/span><\/p>\n<p><a href=\"https:\/\/rationalist.com.au\/membership\/\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-15149\" src=\"https:\/\/rationalemagazine.com\/wp-content\/uploads\/2025\/01\/Support-in-2025.png\" alt=\"\" width=\"1600\" height=\"400\" srcset=\"https:\/\/rationalemagazine.com\/wp-content\/uploads\/2025\/01\/Support-in-2025.png 1600w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2025\/01\/Support-in-2025-300x75.png 300w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2025\/01\/Support-in-2025-1024x256.png 1024w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2025\/01\/Support-in-2025-768x192.png 768w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2025\/01\/Support-in-2025-1536x384.png 1536w\" sizes=\"(max-width: 1600px) 100vw, 1600px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The ongoing existence of sometimes rampant antisemitism is one of the most atrocious aspects of the history of European civilisation, and it must be called out and opposed whenever it occurs. But the cause of anti-antisemitism will not be advanced by clumsy attempts like this to protect Israel from legitimate criticism by bracketing such criticism together with such real antisemitic horrors such as the Holocaust.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some Jews opposed the Zionist project at the time. Were they \u2018antisemitic\u2019? And, today, some Israelis are currently very critical of the behavior of their current Israeli government \u2013 about 70 per cent of them according to some reports.
