{"id":13220,"date":"2023-05-13T15:33:54","date_gmt":"2023-05-13T05:33:54","guid":{"rendered":"https:\/\/rationalemagazine.com\/?p=13220"},"modified":"2023-05-13T18:57:14","modified_gmt":"2023-05-13T08:57:14","slug":"key-statements-absent-from-policies-for-new-student-wellbeing-program","status":"publish","type":"post","link":"https:\/\/rationalemagazine.com\/index.php\/2023\/05\/13\/key-statements-absent-from-policies-for-new-student-wellbeing-program\/","title":{"rendered":"Key statements absent from policies for new student wellbeing program"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Two states are so far failing to implement the new National Student Wellbeing Program (NSWP) as agreed with the Albanese government, with Queensland and South Australia having omitted key statements about religious elements from their policy documents.<\/span><\/p>\n<p>While the new Project Agreement for the <a href=\"https:\/\/federalfinancialrelations.gov.au\/sites\/federalfinancialrelations.gov.au\/files\/2023-02\/National%20Student%20Wellbeing%20Program%20-%20All%20states.pdf\">five-year federally funded NSWP<\/a> \u2013 which replaces the former National School Chaplaincy Program (NSCP) \u2013 includes a clear statement that the program is \u201cnot a religious program\u201d, neither <a href=\"https:\/\/education.qld.gov.au\/about-us\/budgets-funding-grants\/grants\/state-schools\/core-funding\/nswp-student-wellbeing-program\">Queensland\u2019s<\/a>\u00a0nor\u00a0<a href=\"https:\/\/www.education.sa.gov.au\/schools-and-educators\/national-school-chaplaincy-program-nscp-function-and-requirements\">South Australia\u2019s<\/a>\u00a0guidelines mention that key requirement.<\/p>\n<p><span style=\"font-weight: 400;\">In a major change to the former chaplaincy program, the new Project Agreement states that chaplains and student wellbeing officers funded under the program may be of \u201cany faith or of no faith\u201d. But South Australia still requires chaplains to be \u201cof any faith\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In contrast, <\/span><a href=\"https:\/\/policies.education.nsw.gov.au\/student-wellbeing\/whole-school-approach\/wellbeing-support\/nscp1\"><span style=\"font-weight: 400;\">New South Wales<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.vic.gov.au\/national-student-wellbeing-program\"><span style=\"font-weight: 400;\">Victoria<\/span><\/a><span style=\"font-weight: 400;\"> have included both of these key statements in their respective guidelines.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the changes to the chaplaincy program announced by education minister Jason Clare last year, schools now have the choice of either appointing a secular wellbeing officer or a chaplain, with the chaplains still required to have endorsement from religious institutions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Project Agreement requires all states and territories to publish their own guidelines and policies on their respective education departments\u2019 websites, but<\/span><span style=\"font-weight: 400;\">\u00a0Tasmania, Western Australia, the Australian Capital Territory and the Northern Territory are yet to do so.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All of the four states that have published their own guidelines \u2013 Queensland, South Australia, New South Wales and Victoria \u2013 have included strong statements that prohibit proselytising and evangelising. Also, all include the statement that chaplains must be endorsed by religious institutions, as required by the Project Agreement \u2013 effectively a<\/span>llowing religious organisations to decide who can work in public schools.<\/p>\n<p><span style=\"font-weight: 400;\">Under Queensland\u2019s guidelines, chaplains will still be allowed to invite children to attend religious activities such as \u201clunchtime prayer group\u201d or camps outside school hours.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In contrast, the Victorian government has specifically banned chaplains from engaging in such activities. The state\u2019s guidelines say chaplains must not \u201cconduct religious services or ceremonies or lead religious observances\u201d, or \u201cpromote external events run by religious organisations\u201d, including camps, excursions, youth conferences, and guest speaker presentations.<\/span><\/p>\n<p><em><strong>Table: State by state comparison. <\/strong><\/em><b><i>Note: Green background indicates that the Rationalist Society of Australia approves of the position and a red background indicates it disapproves of the position.<\/i><\/b><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-large wp-image-13221\" src=\"https:\/\/rationalemagazine.com\/wp-content\/uploads\/2023\/05\/Table-1024x576.png\" alt=\"\" width=\"1024\" height=\"576\" srcset=\"https:\/\/rationalemagazine.com\/wp-content\/uploads\/2023\/05\/Table-1024x576.png 1024w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2023\/05\/Table-300x169.png 300w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2023\/05\/Table-768x432.png 768w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2023\/05\/Table-1536x864.png 1536w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2023\/05\/Table.png 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">South Australia is the only state that continues to refer to the role\u2019s responsibilities as including the provision of \u2018spiritual\u2019 care \u2013 a description included in the former national agreement for the NSCP but omitted from the Project Agreement for the new program.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">New South Wales\u2019 and Victoria\u2019s guidelines describe the NSWP as a \u201ccomplementary service\u201d to those provided by qualified specialists, and make it clear that the NSWP is \u201cnot a religious program and cannot be used for religious instruction or religious counselling\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similarly, Queensland\u2019s guidelines say that religious instruction and religious counselling cannot be provided under the NSWP, but fail to explicitly state the program is not religious.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The previous NSCP agreement stated chaplains could be \u201cof any faith\u201d \u2013 effectively excluding non-religious Australians from being funded under the program and, therefore, discriminating on religious grounds.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/rationalist.com.au\/rsa-urges-education-ministers-to-put-the-interests-of-children-ahead-of-religious-lobbyists-on-chaplaincy\/\"><span style=\"font-weight: 400;\">As the Rationalist Society of Australia has been warning<\/span><\/a><span style=\"font-weight: 400;\">, religious-based discrimination will likely continue under the new NSWP despite schools having a choice of secular workers, because of the market dominance of the long-established Christian providers that only employ people of their religion.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.education.gov.au\/national-student-wellbeing-program-nswp\/resources\/2022-national-school-chaplaincy-programme-evaluation-report\"><span style=\"font-weight: 400;\">This problem was foreshadowed<\/span><\/a><span style=\"font-weight: 400;\"> by management consulting firm dandolopartners in its review of the NSCP last year. Its report acknowledged that schools \u201cmay not be able to access Student Wellbeing Officers through the current panel of providers\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/rationalist.com.au\/rsa-to-push-for-new-student-wellbeing-program-in-wake-of-evaluation\/\"><span style=\"font-weight: 400;\">dandolopartners report claimed there was \u201cinsufficient evidence\u201d<\/span><\/a><span style=\"font-weight: 400;\"> to suggest that proselytising \u2013 explicitly banned under the previous NSCP \u2013 was happening, despite the report listing a number of testimonials from students that chaplains had done exactly that.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The review also noted parent and guardian concerns about chaplains using their access to children to promote off-site religious activities, such as camps.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last year, a <\/span><a href=\"https:\/\/rationalemagazine.com\/index.php\/2022\/10\/01\/school-chaplains-and-the-strategy-of-saving-souls\/\"><span style=\"font-weight: 400;\">whistleblower told <\/span><i><span style=\"font-weight: 400;\">Rationale<\/span><\/i><\/a><span style=\"font-weight: 400;\"> that church groups such as Hillsong and the Australian Christian Churches network had used the chaplaincy program and other outreach activities in schools to funnel children into out-of-school church activities with the aim of converting them to Christianity.<\/span><\/p>\n<p><a href=\"https:\/\/rationalist.com.au\/make-a-donation\/\"><img decoding=\"async\" class=\"alignnone size-large wp-image-11873\" src=\"https:\/\/rationalemagazine.com\/wp-content\/uploads\/2022\/07\/Rationale-donation-1024x256.png\" alt=\"\" width=\"1024\" height=\"256\" srcset=\"https:\/\/rationalemagazine.com\/wp-content\/uploads\/2022\/07\/Rationale-donation-1024x256.png 1024w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2022\/07\/Rationale-donation-300x75.png 300w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2022\/07\/Rationale-donation-768x192.png 768w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2022\/07\/Rationale-donation-1536x384.png 1536w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2022\/07\/Rationale-donation.png 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Chaplains recruiting children to attend camps hosted by chaplaincy provider Scripture Union has been a feature of the NSCP in Queensland. A number of promotional materials for the camps have been posted to the social media pages of schools, with the chaplain named as the contact point for parents and students to seek further information.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2021, a spring camp promoted to the school community at Coorparoo Secondary College promised children \u201cthe time of your life\u201d. Promotion material shared to the Kedron State High School in 2015 urged children to, \u201cLet GOD change your LIFE from the inside out.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier this year,<\/span><a href=\"https:\/\/rationalist.com.au\/chaplains-are-allowed-to-talk-to-kids-about-jesus-and-god-video-reveals\/?fbclid=IwAR2aXqP0RHDBgSCYMf2fDpsLyNVWdJeHlRrrA3RKb_SYkr3XBgEALyQsAXM\"><span style=\"font-weight: 400;\"> the Rationalist Society of Australia reported<\/span><\/a><span style=\"font-weight: 400;\"> on how, in a video published online, Scripture Union missionaries expressed hope that their \u201cdiscipleship\u201d camps would grow this year.
