Throughout the pandemic and its attendant restrictions, vaccines shortages, food price hikes and floods, our faith in our leaders has been tested time and again.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And now, with a federal election looming, one question is bound to come into sharp focus: Can we trust our government?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In many places around the world, trust is declining.<\/span><a href=\"https:\/\/www.edelman.com\/trust\/2021-trust-barometer\"><span style=\"font-weight: 400;\"> Reports suggest<\/span><\/a><span style=\"font-weight: 400;\"> that, in 2021, there was a significant drop in trust in the two largest economies, the United States and China.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Back home, trust is eroding faster than our coastlines \u2013 there\u2019s <\/span><a href=\"https:\/\/www.edelman.com.au\/trust-barometer-2022-australia\"><span style=\"font-weight: 400;\">been a decline<\/span><\/a><span style=\"font-weight: 400;\"> across all Australian institutions, including government, business, NGOs, and the media.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Australia, like the US, the UK and China, is trapped in a <\/span><a href=\"https:\/\/www.edelman.com\/trust\/2022-trust-barometer\"><span style=\"font-weight: 400;\">\u201ccycle of distrust\u201d<\/span><\/a><span style=\"font-weight: 400;\"> fuelled by a growing lack of faith in the media and government.<\/span><\/p>\n<h3><b>What is trust?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Social scientists have long insisted that without trust society couldn\u2019t exist. Trusting the future might seem like too much of an ask right now, but trust in the \u201csystem\u201d is one of our <\/span><a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/1463499611407392\"><span style=\"font-weight: 400;\">most precious social virtues<\/span><\/a><span style=\"font-weight: 400;\"> and its disappearance would be quite catastrophic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All the elements can be in place for trust to occur, yet people may be unwilling to take the leap of faith required. This is because trust isn\u2019t a simple rational process of weighing up the risk versus reward.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Trust occurs when things \u201cfeel right\u201d, <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/17458927.2020.1858655\"><span style=\"font-weight: 400;\">anthropologist Sarah Pink explains<\/span><\/a><span style=\"font-weight: 400;\">, which is often achieved through routines and the accomplishment of mundane everyday tasks.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Other researchers who study human behaviour say <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=WuzXTQGFsOw\"><span style=\"font-weight: 400;\">trust is not built<\/span><\/a><span style=\"font-weight: 400;\"> in big sweeping moments, but in tiny, everyday moments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So how did we end up where we are now, amid a trust crisis? Is that in fact the problem? Do we have a crisis in trust? Or is it a crisis in leadership?<\/span><\/p>\n<h3><b>Mistrust in leadership<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">I find it useful to think about <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/13501763.2021.1942151\"><span style=\"font-weight: 400;\">trust, distrust and mistrust as a family of related concepts<\/span><\/a><span style=\"font-weight: 400;\"> rather than a binary. Rather than doing everything to keep distrust and mistrust out, we should be inviting them to the dinner table.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mistrust and distrust are often used interchangeably; however, they mean different things.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In democratic societies, distrust forces everyone to <\/span><a href=\"https:\/\/books.google.com.au\/books\/about\/Counter_Democracy.html?id=9kCQt5ldSnMC&amp;redir_esc=y\"><span style=\"font-weight: 400;\">examine whose interests are represented<\/span><\/a><span style=\"font-weight: 400;\">. A healthy dose of scepticism can help us to think critically about our leaders and their policies, and help keep the government on its toes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Misinformation, on the other hand, isn\u2019t so helpful. Similar to rumours (no, not the classic album by Fleetwood Mac), misinformation is a statement that cannot be verified in terms of its accuracy. <\/span><a href=\"https:\/\/theconversation.com\/both-facts-and-fake-news-about-the-russian-invasion-of-ukraine-are-spread-on-social-media-178773\"><span style=\"font-weight: 400;\">Disinformation<\/span><\/a><span style=\"font-weight: 400;\">, however, is deliberately misleading.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Recently, we\u2019ve seen numerous examples of the spread of disinformation, such as Russia\u2019s claims regarding the <\/span><a href=\"https:\/\/www.nytimes.com\/2022\/03\/10\/technology\/disinformation-russia-ukraine.html\"><span style=\"font-weight: 400;\">invasion of Ukraine<\/span><\/a><span style=\"font-weight: 400;\">, and globally-circulated <\/span><a href=\"https:\/\/www.abc.net.au\/news\/2021-09-06\/fears-misinformation-targeting-australias-diverse-communities-\/100405706\"><span style=\"font-weight: 400;\">anti-vax myths<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Closer to home, Prime Minister Scott Morrison has topped a <\/span><a href=\"https:\/\/www.theaustralian.com.au\/breaking-news\/survey-reveals-australias-least-trusted-politicians\/news-story\/61ad9239532b255dc4d75eb4eb5c0d07\"><span style=\"font-weight: 400;\">list of the country\u2019s most distrusted politicians<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And the moment that propelled #FakeNews into the spotlight \u2013 the 2016 US election scandal involving <\/span><a href=\"https:\/\/www.vox.com\/policy-and-politics\/2018\/3\/23\/17151916\/facebook-cambridge-analytica-trump-diagram\"><span style=\"font-weight: 400;\">Facebook\/Cambridge Analytica<\/span><\/a><span style=\"font-weight: 400;\">, which foretold (and forewarned) us about the presence and power of social media and technology in our daily lives.<\/span><\/p>\n<h3><b>Trust and the role of social media<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Trust has been commonly conceptualised in technology design as a rational and transactional relationship between two entities. Social science asks us to question the assumption technology would help people if they just trust it.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In April 2020, the Australian government launched the COVIDSafe app that was, to put it bluntly, not well-received by the public. In the end, the benefits of using COVIDSafe didn\u2019t outweigh <\/span><a href=\"https:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0244827\"><span style=\"font-weight: 400;\">data privacy and security concerns<\/span><\/a><span style=\"font-weight: 400;\"> many people had about it.<\/span><\/p>\n<p><a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3589317\"><span style=\"font-weight: 400;\">Research shows<\/span><\/a><span style=\"font-weight: 400;\"> the federal government\u2019s track record of serial breaches of public trust in terms of privacy was a key barrier preventing sufficient uptake of the app.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/newmatilda.com\/2019\/12\/17\/10-cool-things-scott-morrison-can-do-on-holidays-in-hawaii-while-australia-burns\/\"><span style=\"font-weight: 400;\">Hawaii holiday Scott Morrison took<\/span><\/a><span style=\"font-weight: 400;\"> during the Black Summer fires is another factor eroding the public\u2019s trust in the government. The trip has come back to haunt the federal government again as images and videos illustrating the devastation caused by the floods <\/span><a href=\"https:\/\/junkee.com\/scott-morrison-coal-tiktok\/324156\"><span style=\"font-weight: 400;\">circulated online<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">How can the public trust the government if they don\u2019t believe the leader is trustworthy?<\/span><\/p>\n<h3><b>Rebuilding trust<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Often, distrust is framed as a problem that needs to be solved. Instead, distrust can signal where there are deep social problems that need to be addressed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To break the cycle of distrust the Australian government is currently experiencing, Kristin M. Lord, CEO of the International Research and Exchanges Board, <\/span><a href=\"https:\/\/ssir.org\/articles\/entry\/six_ways_to_repair_declining_social_trust#\"><span style=\"font-weight: 400;\">offers six paths<\/span><\/a><span style=\"font-weight: 400;\"> to escaping the cycle of distrust, and creating greater social trust:<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400;\">Make sure institutions are effective and deliver real benefits for people<\/span><\/li>\n<li>Develop future leaders who work for the greater good, not for themselves<\/li>\n<li>Strengthen accountability and transparency<\/li>\n<li>Engage citizens in solving community and societal challenges<\/li>\n<li>Strengthen social inclusion<\/li>\n<li>Establish real commitment<\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">New Zealand is an example of a government that showed leadership during multiple crises, and fostered trust between itself and the public. <\/span><span style=\"font-weight: 400;\">This was due in large part to the <\/span><a href=\"https:\/\/journals.sagepub.com\/doi\/pdf\/10.1177\/1742715020929151\"><span style=\"font-weight: 400;\">leadership shown by Prime Minister Jacinda Arden<\/span><\/a><span style=\"font-weight: 400;\"> during both the <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2021\/aug\/30\/even-as-new-zealand-battles-covid-trust-in-government-bucks-global-trend\"><span style=\"font-weight: 400;\">COVID-19 pandemic<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/theconversation.com\/christchurch-mosque-shootings-must-end-new-zealands-innocence-about-right-wing-terrorism-113655\"><span style=\"font-weight: 400;\">Mosque attacks<\/span><\/a><span style=\"font-weight: 400;\">. She demonstrated equal measures of care, calm and compassion during each of these crises.<\/span><\/p>\n<h3><b>Trust and hope<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">What I\u2019ve tried to show in this article is that trust is complex, and conversations about \u201cpublic trust\u201d need to account for the everydayness, ongoingness and fragility of this concept.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Trust is a bit of what I like to call a \u201cslippery fish\u201d concept \u2013 it\u2019s hard to grab on to and define what trust is with clarity and certainty.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If we take this slipperiness seriously, then maybe we can leave behind the idea that trust is something to be won and kept, and distrust as something to be avoided altogether.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">I like the idea that these concepts are all related like a family \u2013 though one member who isn\u2019t often invited is hope.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is the note I\u2019d like to finish on \u2013 the idea that hope lives in everyday acts and everyday people.<\/span><\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2021-06-06\/hero-firefighters-honoured-for-work-on-black-summer-bushfires\/100193806\"><span style=\"font-weight: 400;\">Firefighters <\/span><\/a><span style=\"font-weight: 400;\">give me hope. <\/span><a href=\"https:\/\/theconversation.com\/living-with-covid-looks-very-different-for-front-line-health-workers-who-are-already-exhausted-167213\"><span style=\"font-weight: 400;\">Frontline workers<\/span><\/a><span style=\"font-weight: 400;\"> give me hope. <\/span><a href=\"https:\/\/www.theage.com.au\/national\/victoria\/meet-the-sikhs-who-keep-coming-to-the-rescue-for-vulnerable-victorians-20200718-p55d9a.html\"><span style=\"font-weight: 400;\">Sikhs giving food<\/span><\/a><span style=\"font-weight: 400;\"> during the lockdown give me hope. <\/span><a href=\"https:\/\/www.thegracetamefoundation.org.au\/\"><span style=\"font-weight: 400;\">Grace Tame<\/span><\/a><span style=\"font-weight: 400;\"> gives me hope. <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=N7sUXlVlpUE\"><span style=\"font-weight: 400;\">Brittney Higgins<\/span><\/a><span style=\"font-weight: 400;\"> gives me hope. <\/span><a href=\"https:\/\/www.theguardian.com\/australia-news\/2022\/mar\/03\/a-faint-call-for-help-remarkable-stories-emerge-from-nsw-flood-rescues\"><span style=\"font-weight: 400;\">Flood volunteers<\/span><\/a><span style=\"font-weight: 400;\"> give me hope.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b><i>This article was originally published on <\/i><\/b><a href=\"https:\/\/lens.monash.edu\/2022\/05\/02\/1384632\/the-australian-government-is-trapped-in-a-cycle-of-distrust-how-can-it-break-out\"><b>Monash Lens<\/b><\/a><b><i>.
