{"id":11168,"date":"2022-02-02T14:07:34","date_gmt":"2022-02-02T03:07:34","guid":{"rendered":"https:\/\/rationalemagazine.com\/?p=11168"},"modified":"2022-07-23T00:56:53","modified_gmt":"2022-07-22T14:56:53","slug":"how-the-school-chaplaincy-program-crosses-a-line","status":"publish","type":"post","link":"https:\/\/rationalemagazine.com\/index.php\/2022\/02\/02\/how-the-school-chaplaincy-program-crosses-a-line\/","title":{"rendered":"How the school chaplaincy program crosses a line"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Last month, as Queensland stepped up its efforts to vaccinate children before the start of the school year as the Omicron COVID-19 variant spread rapidly throughout the state, a chaplain at a public school ventured onto a Facebook page for the school\u2019s parents to offer some advice.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHi all, not sure if I\u2019m crossing a line here, but I had to share, so you are informed on one of the most crucial decisions you will make for your children at this point in time. Please read and be informed. Please don\u2019t take this decision lightly,\u201d the chaplain said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The chaplain, whose position at the school is funded by taxpayers under the federal government\u2019s National School Chaplaincy Program, shared with parents a link to an <\/span><a href=\"https:\/\/www.covidmedicalnetwork.com\/open-letters\/Open-letter-TGA.pdf\"><span style=\"font-weight: 400;\">open letter<\/span><\/a><span style=\"font-weight: 400;\"> which raises concerns about the safety of the COVID-19 vaccines and urges the federal government to stop the roll-out to children.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The letter, the chaplain said, had been written by \u201cwell known and respected health organisation\u2019s [sic] in Australia (with evidence from Pfzer [sic] supporting their request) to the Australian politicians to call for the HALT of the proposed roll out of the covid vaccnation [sic] programme to Australian children.\u201d The chaplain added at the end: \u201cIt was sent to and signed by the TGA\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The letter was <\/span><i><span style=\"font-weight: 400;\">not<\/span><\/i><span style=\"font-weight: 400;\"> signed by the Therapeutic Goods Administration. It was signed by organisations claiming to represent \u201cthousands of doctors, nurses and allied health practitioners, including many eminent in their fields\u201d. One of the organisations, the <\/span><a href=\"https:\/\/worldcouncilforhealth.org\/\"><span style=\"font-weight: 400;\">World Council for Health<\/span><\/a><span style=\"font-weight: 400;\">, called for governments and corporations to \u201c<\/span><a href=\"https:\/\/worldcouncilforhealth.org\/campaign\/covid-19-vaccine-cease-and-desist\/#continue-reading\"><span style=\"font-weight: 400;\">cease and desist<\/span><\/a><span style=\"font-weight: 400;\">\u201d from manufacturing, distributing, administration or promoting \u201cexperimental\u201d COVID-19 injections. Other organisations that signed the letter included new unregistered unions, such as the Nurses Professional Association of Australia, which was set up for <\/span><a href=\"https:\/\/thewest.com.au\/news\/coronavirus\/nurses-professional-association-of-australia-nurses-opposed-to-mandatory-jabs-tipped-to-join-new-union-ng-b882023858z\"><span style=\"font-weight: 400;\">health professionals who opposed vaccination mandates<\/span><\/a><span style=\"font-weight: 400;\"> in their workplace.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After complaints by some parents in the Facebook group, the chaplain apologised \u201cfor the way some took my previous post\u201d. The chaplain went on to say they just wanted to caution parents and make sure they were informed of the new \u201cevidence\u201d about the practice of vaccinating children. \u201cI believe you want the best for your children and I am not questioning this. I was wanting to support you in whatever you decide.\u201d Receiving several supportive comments to the post, the chaplain re-shared the link to the open letter.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The act of promoting such information within the school community, countering the Queensland government\u2019s efforts to vaccinate children, is just the latest incident in a long list of concerns about the controversial school chaplaincy program and the people it sends into schools on the taxpayers\u2019 dime.<\/span><\/p>\n<p><a href=\"https:\/\/www.couriermail.com.au\/coronavirus\/palmwoods-state-school-chaplain-under-fire-for-post-on-child-covid-vaccinations\/news-story\/336de4a4fc24152bc4c8c50d408b8949\"><span style=\"font-weight: 400;\">In a report in Brisbane\u2019s <\/span><i><span style=\"font-weight: 400;\">Courier Mail<\/span><\/i><span style=\"font-weight: 400;\"> yesterday<\/span><\/a><span style=\"font-weight: 400;\">, the state\u2019s education department said, while it &#8220;does not endorse the views expressed\u201d by the chaplain in the social media posts, little action could be taken.\u00a0<\/span><\/p>\n<h3><b>On a mission<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Since the Howard government introduced the National School Chaplaincy Program, the federal government has spent more than $1 billion on inserting religious chaplains into public schools \u2013 except for a brief period when non-religious youth workers were included under the Gillard government.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Instead of prioritising the needs of children and school communities through the funding of suitably qualified and experienced youth workers, successive Australian governments have instead chosen to prioritise the religious credentials of the people working in these roles. One could only conclude that the government has decided that kids in public schools need Jesus ahead of professional wellbeing support.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Each year, the federal government delivers more than $60 million in taxpayers\u2019 money to state education departments, which then contract religious-based service providers to hire chaplains. The roles are subsequently advertised for people of faith who have recognised religious credentials, such as through formal ordination, religious qualifications or endorsement by a religious institution.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In practice, the program has opened the doors of public schools to religious missionaries, many of whom hold beliefs at odds with school communities and wider society. In Western Australia, a number of the school chaplains are products of Margaret Court\u2019s Victory Life Bible College. Court\u2019s Pentecostal church holds anti-homosexuality views. Sermons at the church incorporate speaking in tongues and practising faith \u2018healing\u2019 in which pastors tell people not to worry if they\u2019re suffering chest pains and claim to heal people\u2019s headaches with words. When the pandemic began, Court told her congregation that the virus couldn\u2019t touch them because they were <\/span><a href=\"https:\/\/7news.com.au\/travel\/coronavirus\/margaret-courts-victory-life-church-says-blood-of-jesus-will-protect-from-coronavirus-c-743688\"><span style=\"font-weight: 400;\">protected by the \u201cblood of Jesus\u201d<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<blockquote><p><strong>In practice, the program has opened the doors of public schools to religious missionaries, many of whom hold beliefs at odds with school communities and wider society.<\/strong><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Over the years, numerous complaints have surfaced in the media about school chaplains using their position to propagate ideologies out of step with mainstream Australia. In one case, a chaplain told an anorexic child she was \u201c<\/span><a href=\"https:\/\/www.abc.net.au\/news\/2018-05-31\/sarah-hanson-young-raises-allegation-against-school-chaplain\/9820084\"><span style=\"font-weight: 400;\">hungering for the word of God<\/span><\/a><span style=\"font-weight: 400;\">\u201d. In another, a chaplaincy provider referred to homosexual activity as a \u201c<\/span><a href=\"https:\/\/www.smh.com.au\/national\/nsw\/concern-over-chaplaincy-program-for-gay-and-lesbian-students-20150926-gjvniv.html\"><span style=\"font-weight: 400;\">serious sin<\/span><\/a><span style=\"font-weight: 400;\">\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the national agreement between the federal government and the states, chaplains are not supposed to proselytise when they\u2019re in schools \u2013 which, surely, raises the question of why these roles need to be filled by religious people. But some chaplains have been <\/span><a href=\"https:\/\/www.smh.com.au\/politics\/federal\/chaplains-told-to-promote-christian-theology-in-schools-20180913-p503nr.html\"><span style=\"font-weight: 400;\">instructed to promote Christian theology<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Western Australia, after pressure from a group called <\/span><a href=\"https:\/\/www.facebook.com\/wapublicschoolalliance\"><span style=\"font-weight: 400;\">WA Public School Alliance<\/span><\/a><span style=\"font-weight: 400;\"> last year, the McGowan government <\/span><a href=\"https:\/\/thewest.com.au\/news\/education\/teachers-and-parents-debate-whether-school-chaplains-are-needed-as-religion-and-education-mix-ng-b881965709z\"><span style=\"font-weight: 400;\">told the media<\/span><\/a><span style=\"font-weight: 400;\"> that chaplains were not allowed to proselytise. Yet, one of the contracted chaplaincy providers in WA, YouthCARE, advertises jobs with selection criteria that require applicants to have a \u201cdemonstrated capacity to sensitively relate the Christian faith in a secular context\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to YouthCARE, 2.5 per cent of the chaplains it recruits for public schools come from Court\u2019s Victory Life Bible College. In the Certificate IV in Christian Ministry delivered by the Bible college, one of the units is focused on providing prospective school chaplains with \u201cbasic skills for evangelism and [to] prepare them to communicate a personal testimony to an audience\u201d. YouthCARE&#8217;s <\/span><a href=\"https:\/\/www.youthcare.org.au\/about-us\/\"><span style=\"font-weight: 400;\">website states<\/span><\/a><span style=\"font-weight: 400;\">: \u201cAs a Christian organisation, we exist to express God\u2019s love and presence in educational communities throughout WA.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Scripture Union, another provider of Christian chaplains in the WA\u2019s public schools, tells prospective job applicants on its website that the chaplaincy program provides an opportunity for \u201cchurches to connect with and grow their local communities\u201d. In Queensland, <\/span><a href=\"https:\/\/www.suqld.org.au\/about\/\"><span style=\"font-weight: 400;\">Scripture Union says it has a mission<\/span><\/a><span style=\"font-weight: 400;\"> to \u201cbring God\u2019s love, hope and good news to children, young people and their families\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While governments may deny that chaplains are using the program and their access to children to proselytise or connect children to churches, clearly the Christian service providers that hire the chaplains see things differently.<\/span><\/p>\n<h3><b>Demands for change\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">With a federal election on the horizon, a group of parents has launched a new effort to inspire other parents and carers across the country to demand change to the National School Chaplaincy Program.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.change.org\/p\/fund-youth-workers-not-faith-workers-in-public-schools\"><span style=\"font-weight: 400;\">parents\u2019 online petition<\/span><\/a><span style=\"font-weight: 400;\">, which calls for the program to be opened up to suitably qualified youth workers and for the removal of the religious requirement, is gaining traction. Since the petition launched a couple of weeks ago on 14 January, almost 17,000 people have signed it.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the petition, the parents argue that the practice of hiring only religious people discriminates against non-religious people who otherwise may be suitably qualified and well-experienced in youth work and wellbeing support. They say it also discriminates against non-religious children in preventing them from accessing the secular support they need.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The religious-based discrimination inherent in the program is coming under scrutiny in a number of states. <\/span><a href=\"https:\/\/rationalist.com.au\/category\/secular-education\/chaplaincy-education\/\"><span style=\"font-weight: 400;\">The Rationalist Society of Australia has raised the issue<\/span><\/a><span style=\"font-weight: 400;\"> with the equal opportunity commissions or human rights commissions in Victoria, Tasmania, Queensland and Western Australia. These states have anti-discrimination laws that make it unlawful to discriminate against a person on the basis of religion in employment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In response, the Victorian government has changed its policy to allow chaplains to be of \u201cno faith\u201d. In Western Australia, <\/span><a href=\"https:\/\/rationalist.com.au\/commissioner-raises-concern-over-religious-discrimination-in-wa-school-chaplaincy-program\/\"><span style=\"font-weight: 400;\">the Equal Opportunity Commission agreed with the suggestion<\/span><\/a><span style=\"font-weight: 400;\"> that the practice of restricting chaplaincy positions to Christians constituted \u201cprima facie religious conviction discrimination\u201d. The Tasmanian Anti-Discrimination Commission has asked the state\u2019s Department of Education to explain. In Queensland, the <\/span><a href=\"https:\/\/rationalist.com.au\/qld-education-department-questioned-over-religious-based-discrimination-in-chaplaincy\/\"><span style=\"font-weight: 400;\">Human Rights Commissioner has held face-to-face discussions with staff<\/span><\/a><span style=\"font-weight: 400;\"> from the Queensland Department of Education on the matter, having notified the department of \u201cpotential contraventions of the [Queensland Anti-Discrimination] Act\u201d.<\/span><\/p>\n<p><a href=\"https:\/\/rationalist.com.au\/membership\"><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-large wp-image-10594\" src=\"https:\/\/rationalemagazine.com\/wp-content\/uploads\/2021\/07\/Rationale-membership-image-1024x160.png\" alt=\"\" width=\"1024\" height=\"160\" srcset=\"https:\/\/rationalemagazine.com\/wp-content\/uploads\/2021\/07\/Rationale-membership-image-1024x160.png 1024w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2021\/07\/Rationale-membership-image-300x47.png 300w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2021\/07\/Rationale-membership-image-768x120.png 768w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2021\/07\/Rationale-membership-image-1536x240.png 1536w, https:\/\/rationalemagazine.com\/wp-content\/uploads\/2021\/07\/Rationale-membership-image.png 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.smh.com.au\/politics\/federal\/school-chaplaincy-scheme-to-be-independently-evaluated-20211209-p59g6g.html\"><span style=\"font-weight: 400;\">federal education department is set to review<\/span><\/a><span style=\"font-weight: 400;\"> the \u201ceffectiveness of the chaplaincy program in supporting the wellbeing of school communities\u201d this year, following recommendations by a parliamentary committee looking into mental health and suicide prevention. There appears to be overwhelming agreement on the need to fund extra trained psychologists and counsellors in schools. For the lower-level roles that chaplains fill, the question the federal government needs to answer is why these people <\/span><i><span style=\"font-weight: 400;\">need<\/span><\/i><span style=\"font-weight: 400;\"> to be religious.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Judging from the response to the online petition, Australians are now demanding an answer to this question. Parents and carers just want their kids to have access to the best support possible, with youth workers appointed based on qualifications and job experience, not religious credentials.
